It's not an "effect". Effects and filters are SHIT
I'm sure I've explained this before several times, and I get very annoyed when people just accuse me of throwing a filter on a picture..
This is a freehanded picture drawn with a mouse and at times a drawing tablet. It uses the paintbrush tools in PSP.
SO its basically me drawing with a mouse. digital pen rather than a paintbrush.
No effects.
Ever.

There isn't even an effect to do this. Well there is an "oil paint" one but it doesnt come out anything LIKE that.
